Recommendations:

On Normal difficulty: These soldiers are pushovers. The only problems comes from the way they like attacking from a distance, and blinding effect their Paintballs have, although given the damage they cause it won't cause too much of an issue. Just take them out as you would any normal enemy.

On Hard and Nightmare: While only two, these soldiers can quickly subdue your party. Use Arts and Crafts to damage them quickly, and focus on one enemy at a time. Expect them to put up a solid fight, even with a few extra levels on them.
