Recommendations:

The Special Ops Soldiers are fierce melee combatants that can slice and dice their way through even the hardiest of targets. Since they all have Revive Balms, they will revive any fallen comrades.

Increase the defence of Zin and taunt them towards him. Once clustered together, hit them with Medium-area Arts to damage them all at once. It is best to defeat them all at once if possible.

On Hard and Nightmare: Leave Olivier available to heal the party with Happy Trigger as needed. Repeatedly cast Earth Wall to protect your party and Chaos Brand on as many of them as possible. Once their life is low, unleash your S-Crafts to finish them off.
