Talk to Father Divine in the Rolent Chapel to recieve the letter, then progress the main story until you arrive at the City of Bose. You will find the Bose Chapel at the south side of the entrance. Just give talk to Father Holstein to deliver the letter, then head to the local Bracer Guild in Bose to complete the mission.
