It has been several days and I even re-watched the episode a second time, and I still don't really know the reason behind most of the episode.
Nikola also showed up, but played absolutely no essential part in it. He has apparently been fired from SCIU when they found his money scheme. After explaining what happened, he then spends the entire episode brooding over his lost work. It would have been nice if it went somewhere, but it just dropped off after a while. I was hoping for something out of his interactions.
This is when the episode goes completely sideways. Helen apparently knew that this could happen, but never told Will. The two of them fight again, since she is still hiding things from him. He then vows to do what he can to get answers, which would have been nice since nothing she was doing made sense after this. Helen then helps Caleb do a jailbreak to get SCIU's most wanted back on the streets. How does she think this is a good idea? I don't believe she can be this naive. I thought that this had to be part of her bold hidden agenda, but as the episode continued, it seemed less and less likely.
Bigfoot added even more red flags when he tore into Kate, who was helping get everyone settled in the community Helen and Caleb were building. As we know that he didn't reform after his attempted bomb plot, it makes me wonder what Caleb and the big guy is really up to. All this led to SCIU quarantining the district and Helen announcing to the world that abnormals exist. I am sure that the government will just wipe it away by declaring her to be just a crazy woman, who she is. It was an odd move that still made no sense, even for her. This episode really seemed all over the place, with absolutely no explanation at all to us viewers. I am really hoping that part 2 has explanations beacuse at this point, this episode seemed to be just mindless wandering. I am just hoping this isn't a bad example of writers trying to close all the story arcs before an unexpected final episode. Comments

The first odd part was that Richard Feliz (Helen's banker) suddenly drops by to announce that he wants to get out of Helen's deal as her plan is too risky. What Plan? How does he know more than the rest of her team? Unfortunately, the episode never did say.
The main part of the episode comes from the abnormal cell led by Caleb. After Will tried, and once again failed, to help another abnormal, Caleb steps in to help and states that he wants to end the war. Helen is thrilled and jumps in to lend a hand, even after Greg Addison in SCIU warns her of the consequences if she does. She does so anyway, thus Greg pulls the government strings, and reactivated Will's FBI status, then ordered him to help his cause.
Will, still trying to get answers, gets road blocked by Helen, again. After he was recruited, she disabled all his access codes to the Sanctuary, forcing him to blackmail the police captain helping her, so that he can get to Helen. Then for some unknown reason, Helen flips out and tries to fight Will without even trying to talk. Why didn't she just allow him to talk to her? What is she hiding? At this point I have just gotten frustrated by the whole idea.
